Professor Salvemini says in his preface that he does not believe impartiality to be possible, but that he does require of the historian that he be honest. He does not conceal that he is one of the strong opponents of the Fascist régime. But he is also the first authority in the world on the history of Italian foreign policy, and a man who does not lightly bring charges that cannot be fully substantiated. This book is based upon very wide reading and draws heavily upon newspaper material as well as upon official documents. It supplies a survey of Italian policy under Fascist rule in all its aspects, and its conclusions deserve the careful attention of all who interest themselves in the development of the European situation. An important book.
