The former Italian Foreign Minister discusses the principal geographical, economic and psychological causes of the post-war tension in Europe. The "enemy" brother-states of Europe whose relations he describes include, of course, France and Germany, France and Italy, and Italy and Jugoslavia. An interesting chapter is entitled "The Fourteen Points, the Armistice, the Treaty." (The German edition, "Die Feindlichen Brüder," is published by Fischer, Berlin.)
