Regional Guarantees of Minority Rights

By Julius Stone
Macmillan, 1933
310 pp. $3.75

One of the few competent studies of the actual working of minority provisions. The author analyzes the arrangements for Upper Silesia under the terms of the 1922 convention, and studies the procedure before the Mixed Commission and the League Council. The conclusion is very favorable to the plan of regional guarantees.
