The first volume of an extended study, published by the Division of Research of the State Department. The period covered runs from 1776 to 1914. The book takes up the familiar problems of enemy goods in neutral ships, neutral goods in enemy ships, contraband of war, continuous voyage, blockade and immunity of private property, in their historical development. Fully one quarter of the volume is devoted to official documents, on which the text is based.
