A well-known Spanish scholar subjects democracy to critical examination and discovers that it has become sadly corrupted. To correct this we must alter our theory of the state so that it becomes a social system in which the individual is permitted freely to develop his own personality. For the attainment of this end, Señor de Madariaga suggests changes in the democratic system, such as conferring greater economic power on the central government.
