A plea by the seasoned (and of course now exiled) German pacifist for a South German federation separated from Prussia and under Austrian leadership. The author, formerly Professor in the Universities of Berlin and Munich, believes that Germany was guilty of the war, that the Versailles Treaty did not go far enough, and that in the Weimar Republic, as in the Third Reich, Prussianism formed the political basis of the state.
