This book purports to be the inside story of who really rules Japan. The author, formerly President of the California Institute of Technology and for several years resident in Japan, tells us that the Mikado is only a figurehead, that the country is in reality ruled by a Fascist dictatorship headed by General Jiro Minami. Readers may find Dr. Scherer's evidence rather scanty.
