Mr. Herring, who writes voluminously on American foreign policy, believes that the United States is now drifting to war, unconsciously but inevitably, just as it did between 1914 and 1917. Among the many things of which he is suspicious is President Roosevelt's supposed pro-British bias. This is a partisan and not very informative book.
