Mr. Plenn knows Mexico well from long association, but he lets his enthusiasm for Cardenas and his policies lead him into apparent contradictions. For instance, he believes that Mexico will emerge from her present period of stress as "a more complete democracy than others past or present," yet he admits that Nazi and Fascist penetration is making great strides, politically and culturally.
