This volume replaces the "Preliminary Report of a Survey" noted in our January 1939 issue. It is concerned only with postwar refugees from European countries (except Spain) and the old Ottoman Empire. Its tone is utterly objective; but in the very accumulation of its facts it is a terrible indictment of all who are responsible for sending countless unoffending people into homeless exile.
