The author holds that the existence of the modern national state as a completely sovereign organism made it inevitable that the League of Nations should degenerate into a sort of "holding company" for one set of Powers to be used by them as an instrument against an opposing group outside the League, and that this is why war is endemic in the world today. The only solution is the creation of a super-national state, he holds.
