The author was formerly head of the Intelligence Service of the United States Navy and is a leading authority on the teachings of Admiral Mahan. In this timely book he analyzes the strategic situation in the Pacific with special regard to the United States and Japan. He is very definitely in favor of the United States pursuing an offensive policy as the best method for keeping the peace. If, however, war should come, Captain Puleston believes the United States can defeat Japan.
