This is the second series of volumes containing selected messages, press conferences, notes, addresses, letters, proclamations, official statements, etc. They were compiled and edited by Samuel I. Rosenman, counsel to Mr. Roosevelt when he was Governor of New York. The emphasis in each volume is indicated by the titles: 1937: "The Constitution Prevails." 1938: "The Continuing Struggle for Liberalism." 1939: "War -- and Neutrality." 1940: "War -- and Aid to Democracies."
