Mr. MacCormac, of Canadian birth, has served the New York Times nearly two decades as correspondent in various places. His book is largely devoted to an analysis of the Anglo-Saxon position in the world today and what it is likely to be after the present "revolution" has shaken things down. Some critics may feel that the author does not give a sufficiently important rôle in the future to the numerically stronger non-Anglo-Saxon peoples among the United Nations.
