Mr. Butler, for a number of years connected with the International Labour Office, most recently as Director, modestly calls this a "personal impression." It is much more than that. Drawing on his rich experience, he diagnoses the fundamental reasons why collective security failed to become a reality in the terms in which Wilson and his associates conceived it, and indicates the ingredients which must be added in order to achieve success.
