This "American White Paper" gives a running account of selected highlights in American diplomatic history from the fall of France up through Pearl Harbor. The authors throw new light on several episodes, and in general manage to do a good journalistic job of writing history before it has cooled off. Reservations must still be made, however, on several points which the authors imply they have disposed of finally.
