This "outline of a practical and detailed plan for world settlement" by a noted expert on contract bridge consists of a blueprint for the future government of the world. Among the features is the division of the world into eleven regional federations -- a feat accomplished by the wholesale shifting of existing political alignments -- and the creation of an international police force. The plan is certainly "detailed," but whether it is "practical" is another matter.
