This succinct but comprehensive review of the colonial problem grew out of lectures delivered last year at Princeton University by the author of the monumental work "An African Survey." Lord Hailey takes a conservative but by no means reactionary or "imperialist" view of the responsibilities of the Powers toward their colonial peoples. In the end his program for making haste slowly may well prove to be the more progressive way.
