A noted military commentator maps the paths which he believes the Allies must tread if their victory is to have meaning: a functioning council among the United Nations must be created; the resolve to enforce "unconditional surrender" on the Germans and Japanese must be given effect; an international police force should be set up; Japan must be de-industrialized, etc. On the whole, this is a hardheaded book, though its author cannot hope for universal agreement to all his suggestions.
