This authoritative treatise was begun by the late Professor Pearce Higgins, at one time a lecturer at the Naval War College in Greenwich and later occupant of the Whewell chair at Cambridge University. It was completed by his pupil, Dr. Colombos, himself an expert in the field of maritime law. The text consists of two fairly equal parts, one devoted to the law of peace and the other to the law of war.
