In this slender volume, after very briefly reviewing the history of the Ukraine, Mr. Chamberlin proposes that, after the war, this vast region be given wide autonomy within a federalized and decentralized Soviet Union. One cannot but wonder whether Mr. Chamberlin really thinks this suggestion is within the realm of practical politics.
