The author, an American consular official, witnessed the fall of Hong Kong and the imposition of the Japanese system for organizing conquered territory and peoples. What he has to say about the legacy which Japanese rule will leave in these regions will not make pleasant reading for those who expect a return to the status quo ante -- in particular, a revival of the white man's privileged position.
