Mr. Roth upholds the case for abolishing the imperial office and destroying the economic magnates -- the Zaibatsu -- as an indispensable condition for the creation of a democratic Japan. That the latter objective is possible he seeks to show by offering little-known facts about the various liberal elements on whom he feels we can rely for a gradual reform of Japan's political climate and institutions.
