In essence what Professor Loewenstein says is that the doctrine of self-determination of peoples, and its corollary of non-intervention, are fatal mistakes that can easily be the cause of our undoing. To him the experience of the last generation proves conclusively that there can be no peace unless all, and not merely some, of the states in the world are under the rule of law.
