In this interesting and controversial volume the former Under Secretary of State carries forward the account of American foreign relations begun in his "The Time for Decision." He is sharply critical of President Truman and Secretary Byrnes, though by implication admitting that the origins of some of their failures must be sought in compromises accepted by President Roosevelt in order to preserve "Big Three" unity and win the war. One of the most caustic chapters is entitled "The Inter-American System in Jeopardy."
