Dr. Millspaugh has headed two financial missions in Iran, the first in 1923-28 and the second in 1943-45. It is about the failure of his second attempt to introduce modern fiscal methods that he writes here, with some heat. As in the case of Morgan Shuster before World War I, his endeavor at reform was defeated by vested interests in Persia and by Russian opposition to American interference.
