Professor Fisher of Chatham House is apparently convinced that the British Government's commitment to maintain full employment is incompatible with its commitment to join in upholding an "open international economic order," and that of these two conflicting aims, the latter is preferable. He prepared this study in collaboration with a group of economists, some of whom have contributed two unsigned dissenting opinions appended at the conclusion.
