Mr. Werth is Moscow correspondent for the Manchester Guardian and has already published two volumes on wartime Russia. The present book is subtitled "a historical record and a study of Russian mentality, methods and policies." It is full of interesting impressions and fragments of information, but contains little of importance that is new and suffers from an excess of scissors-and-paste work.
