Mr. Hughes, an experienced journalist, was press attaché at the American Embassy in Madrid from 1942 to 1946. His book is a thoughtfully composed indictment of the Franco régime as a police state resting on the Falange, the Army and the Church. The two concluding chapters discuss the failure of Allied diplomacy in Spain during and since the war. Mr. Hughes is himself a Catholic.
