Mr. Millis has with marked success sought to reconstruct the events that led up to Pearl Harbor and roughly to apportion praise and blame for that disaster. He has weighed the evidence in official documents, Congressional investigations and personal diaries, and he has taken account of the prevailing moods of the time and the unwillingness of the American people to face facts squarely. He explodes the last vestiges of the charge that the Roosevelt Administration plotted to involve us in war by proving that it did just the opposite; but he lays a heavy share of the responsibility for Pearl Harbor on Short and Kimmel as the commanders on the spot.
