The major portion of this first-rate monograph contains an historical and analytical study of the operation of the League Mandate system. In Part IV the author, an Australian authority on colonial problems and onetime League official, examines the beginnings of the Trusteeship system of the United Nations. The last 110 pages consist of relevant documents and bibliography.
