Despite occasional lapses, this is a sound and perceptive account of the rise, consolidation and present state of Franco's régime, which the author finds to be a "front" for the oligarchic interests that have ruled Spain since Philip II. Mr. Foltz was correspondent on the Rebel side during the Civil War and later chief of the Associated Press bureau in Madrid.
