Mr. Hirschmann, traveling as a representative of UNRRA's Director F. H. La Guardia, passed briefly through a number of Eastern and Central European countries, giving especial attention to the D.P. camps in Western Germany. If he had confined himself to what he observed personally, such as the revival of the Nazi spirit, and not issued so many sweeping obiter dicta on American and Allied policies in general, his book would have been a better one.
