Hoping to avoid a shooting war, the spread of Communism, or a continuation of the cold war, Mr. Mowrer offers his "Great Policy:" a world federation of the non-Communist Powers, which would not only hold in check the "Expansionist Bloc" but achieve a more positive solution than mere containment. His concern with the structure and content of this federation suggests the difficulties implicit in its creation.
