Writing in a vein somewhat similar to Mr. Holborn and covering many of the same subjects, M. Aron's thesis is that war, like fissionable materials, has its "critical mass," and that since 1914 Europe has been subject to a military "chain reaction." The First World War created the condition for the second, which in turn seems to be setting off a third. In developing his argument and discussing the current situation he strongly criticizes the "imperialist" theory of war and the paralyzing neutralism--le double refus--of some of his countrymen.
