This first of three welcome volumes of selected Soviet documents on foreign policy for 1917 to 1941 brings together and translates much material not otherwise easily accessible. The variety of expression and style in the early years of revolutionary diplomacy is in striking contrast to the didactic or catechistic utterances of recent years.
