While in many respects both stimulating and informative, this is a somewhat disappointing sequel to the author's earlier, and pioneering work, "World Communism" (1938). Dr. Borkenau's intricate exposition of the developments in Communist policy over the last two decades is not always convincing and sometimes goes beyond the available evidence. Of particular interest is the section on France, which receives special attention as the "stronghold of European Communism."
