The second volume of this magistral history of American foreign policy prior to Pearl Harbor deals with the period following the Destroyer-for-Bases Deal of September 1940. (The first volume, "The Challenge to Isolation, 1937-1940," was noted here April 1952.) As in the preceding volume, American policy is put in its global setting with much skill and insight.
