This volume in the "Foreign Policy Analysis Project" is described by its authors as a "tentative formulation of an analytical scheme which we hope may serve as the core of a frame of reference for the study of international politics." The excessive scaffolding and jargon are probably inherent in the undertaking, which, however, is not without interest.
