In pursuit of this theme the author, an editor of the British monthly, The Twentieth Century, emphasizes the importance of the Atlantic world and the need to modernize backward countries, with a pragmatic use of public planning. While the arguments occasionally cut across corners, this is a very stimulating and perceptive analysis of present international problems.
