This report, based on the discussions of a study group at the Council on Foreign Relations during the past two years, deals with the problem of Soviet-American relations and the requirements of an American policy to meet the international challenge of Communism. Among the chapter headings are "The Atom and Communist Totalitarianism," "Strengths and Vulnerabilities" and "Allies and Neutrals." Two chapters deal with economic and social policy, and a concluding section, "Areas of Conflict," discusses Germany, East European satellites and Communist China. There is an introduction by John J. McCloy, the group chairman.
