In this third volume of his important biography Mr. Freidel covers the four years, 1929-32, when F.D.R. was Governor of New York and candidate for the Presidency. Certain themes of the New Deal are seen emerging, yet it is evident that Roosevelt was also playing by ear, and a very keen ear, too.
