This is the most complete discussion that has been published of the relation of labor problems to European integration. It discusses not only migration and the free movement of labor (or the lack of it) but also coöperation in matters of social security and the bearing on integration of wages, conditions of work, and national arrangements for relations between labor and employers. The author, a Belgian economist who is chairman of the manpower committee of the O.E.E.C., explores the possibilities of a "European" labor and social policy cautiously and quite realistically, but eschews politics.
