A richly documented study dealing with the problem of the Baltic States during and after World War II, particularly as reflected in the negotiations and attitude of the great Powers. It is the author's view that the annexation of the Baltic States by the Soviet Union was contrary to all norms of international law. He argues that by restoring independence to the Baltic States and by including them in a neutralized East European zone, the Soviet Union would prove its willingness to lessen the cold-war tensions and thus regain the confidence of the West.
