This substantial biography certainly ranks among the most important contributions to the already large body of literature on Franklin D. Roosevelt. Especially good in its coverage of the first years of the Roosevelt era, when Tugwell was closely associated with the President, it is also of much interest for its analysis of F.D.R.'s personality, which the author sees as dominated by the driving sense of his destiny to lead.
