This important and interesting analysis deals with three large, inter-connected topics: the financial and monetary problems of European recovery; the growth of regional coöperation through the European Payments Union; and the prospects of convertibility. As an American official, Professor Triffin was close to these issues and was one of the architects of the E.P.U. Looking to the future, he believes that convertibility of European currencies must rest on close regional coöperation and suggests suitable arrangements.
