Returning to Greece ten years after he made a study of the country for the Twentieth Century Fund, Mr. McNeill surveys the effects of American aid, in villages and on the economy as a whole. He reports progress, discerns some weak spots, and sees the years ahead as crucial. More studies of this sort would be valuable, but it takes a skillful author and observer, an economy that can be reasonably encompassed by one man, and a situation where the impact of aid can be distinguished with some plausibility from other factors.
