While most of what the author, a Brazilian diplomat, has to say about colonialism and the current temper of the Asian and African peoples is reasonably familiar, he does emphasize the problems of the Portuguese colonies and advances the thesis that Brazil rather than the United States is better suited, in the long run, to provide leadership for the aspirations of the non-European peoples.
