In this new study of Japanese-American relations immediately preceding the outbreak of war in 1941 the author gives particular emphasis to the rôle played by the Tripartite Alliance. On the whole the author is critical of U.S. policy in the months between July and December 1941 though he definitely rejects the thesis that the United States was pressing for war.
