The former Chief Historian of the Office of the U. S. High Commissioner for Germany has written a valuable general account of the American rôle in the occupation of that country. The author does not refrain from criticism--especially of the military--when he feels it is due. But while finding shortcomings in our early policy relating to denazification and economic reconstruction, he finds the record as a whole a commendable one.
